More generally, and the bigger point here: it is poor game design to prevent players from having the option to designate their save and install directories. Pathfinder? I'm sure you will tell me if I am wrong. Off the top of my head, I'm pretty sure the Rimworld install allows one to select their save directory. While early Civilization games are the ones I recall from your alleged time frame setting your play time beginning in the early 1990s, certainly throughout the 1990s and even early 2000s one usually had the option in most games (let alone other software) to select your installation and also save directory.
You clearly have not played many games if you have never encountered any that provide you the option of selecting your save directory in 30 years. I wanted to try to understand the experiences that might have formed your opinions. While you might be an early middle-aged codger, your steam profile seems to be populated with big-budget games which are by definition going to be designed for mass market players who know little about their computer's directory structure.
